CIA - EXEMPT FROM TORTURE LAWS?

The Bush Administration is absolutely NUTS.
Cheney just proposed an exemption from a bill barring cruel and degrading treatment of any prisoners in U.S. custody. An exemption for whom? The CIA, naturally. The proposal "states that the measure barring inhumane treatment shall not apply to counterterrorism operations."
WHAT?!
Fortunately, Sen. John McCain rejected the proposal, but that doesn't mean that the Bush Administration won't continue to try to push for this - they've attached far less onto the emergency bills.
